How to block download from internet

i have one computer share with my younger brother at home. one day, i find out my download file has lots porn movies .. i was disable internet explorer security setting for download.. but  it won't work .. i wondering anyone have any kind of free sofeware to control downloading ..thanks very very much

It will not auto download anything unless you click the top bar to approve.

Or you can use Firefox that is a better browser.
