It will end a frustrating start to the transfer window as the club that finished third in the Premier League and seven points behind champions Manchester United last season look to bolster their squad for the upcoming EPL season.
Chelsea have failed to sign any of their transfer targets thus far because of their reluctance to pay what they deem excessive transfer fees or wages, the billions of Roman Abramovich forcing other clubs' demands skywards.
Club officials will hold talks with CSKA in Russia to sign the versatile Zhirkov, who has been valued at €18 million.
The Russia international, who was nominated for European Footballer of the Year last October, is expected to provide both cover and competition for left-winger Florent Malouda.

Reports across the UK press are suggesting Hutton is a target for fellow Scotsman Moyes, who may be prepared to go as high as offering £8 million pounds for his services, though an initial offer of around £5 million is believed to be tabled soon.
Hutton joined Spurs from Rangers for £9m during the January transfer window in 2008 and played a part in helping the club to Carling Cup final victory over Chelsea shortly after.
The Scotland international impressed upon his arrival, but injury has since hampered his progress and he has gone on to make only 25 first team appearances to date.
The right-back could be allowed to leave as Spurs have plenty of competition for the position, with Pascal Chimbonda, Chris Gunter and Vedran Corluka also at the club.
Tottenham manager Harry Redknapp is rumoured to be planning a mass clear-out at White Hart Lane this summer in order to allow for new arrivals.

"We made anoffer and they said no and so we had to revoke our offer," Cantamessaexplained. "I don't think there will be another offer for now."
ButFabiano's representative seems desperate to revive the deal and as wellas going public with the desired transfer fee the agent also revealedthat Milan had been granted exclusive access to his client.
"The market value of the player is around €20m," Fuentes said. "This seems to me to be the right figure."
"Milan remain the only club we are speaking to. We have given them our word and we intend to respect that."
Anadded complication to the deal is that the Italian club must alsonegotiate with investment group RIO, who own 65% of the former SaoPaulo player's rights.
