The Spaniard has been pursued by Manchester United for much of the summer, but The Yellow Submarines are unhappy with the way the Premiership club have conducted themselves and have called off negotiations.
With the new Primera Liga season imminent, Villarreal president Fernando Roig feels the club cannot afford to wait on United any longer.
He also blasted the Premiership side for not keeping Villarreal informed of their intentions.
"We are not negotiating with the English club because after several weeks of contact the matter is still not clear," said Roig.
"Manchester United have not treated this subject in the correct way and have damaged relations between the clubs."
Senna is contracted to Villarreal for another year, but is expected to hold talks with club bosses in the next weeks about a possible extension.
"The best news for Villarreal is the stay of Marcos Senna," Roig remarked.

The midfielder has expressed his wish to clinch a move to The Premiership prior to the closure of the transfer window.
After a couple of impressive performances for England, The Red Devils are reportedly ready to pay £17 million for Hargreaves.
United boss Sir Alex Ferguson has confirmed his pursuit of the Canadian-born 25-year-old and feels the player wants to head to Old Trafford.
German champions Bayern are digging their heels in and are determined to resist any big-money offers for Hargreaves.
With the player under contract until 2010, the Bavarian giants appear to be in a strong position and are determined not to buckle under the pressure of United's interest.
"We want to develop a new, young team," Bayern general manager Uli Hoeness told Bild am Sonntag.
"Therefore, we do not sell Hargreaves.
"Bayern Munich will never become the ball of the big clubs and become soft starting from a certain sum.
"If you only have this image at times, then you are broken."
When asked whether Bayern can keep a player at the Allianz Arena against his will, Hoeness remained optimistic Hargreaves would stay.
He added: "Yes, you can do that.
"I know that, perhaps, until August 31 his thoughts are with Manchester.

The England international has emerged as The Red Devils' leading midfield target before the close of the transfer window.

Ferguson understands the German champions' stance, but hopes to persuade Bayern to part with the 25-year-old.
"There is nothing I can tell you," Ferguson told PremPlus after United had started the new season with a thumping 5-1 win over Fulham.
"We are trying hard, but they are very stubborn and resistant are Bayern Munich. I can understand that and we can only do our best.
"I think we want to build a strong squad of players and there are key elements to that and that is certainly the case with Owen."
If United fail to complete a deal for Hargreaves, Ferguson is optimistic his squad has the depth to cope with the challenges which lie ahead this season.
He added: "We have a terrific squad. You saw the centre of midfield today was excellent.
"Michael Carrick is coming back, hopefully, next week and it gives us more ammunition.
"I'm very satisfied with the squad as a whole. We have 20-odd players and that is hopefully enough."
Wayne Rooney scored twice in the romp over Fulham and Ferguson was left to lament the fact that the striker will miss the next three games through suspension.
"It was a great start to the season, but unfortunately we don't have him for the next three matches," continued Ferguson.
"We have to cope with that and we will do. It's disappointing, but that's why we've got a squad of players.
"We have got to handle these situations the best we can and we will do that."
Louis Saha, an Ian Pearce own goal and Cristiano Ronaldo also helped The Red Devils to an easy victory which pleased Ferguson.
He concluded: "I think it's probably our best start to a season, scoring five goals. I was very pleased with the performance and the work rate was good. You can't be any more pleased than that.

其實去年踢得差的比賽, 好多時都有廢柴打中場中, 又有c7跳妞腰舞, 衰起上嚟加埋o shea(我指o shea 打左後防好過打中場)
中場線4個人, 有一個rubbish (fletcher), 一個浪費幾會主義者 (c7), 一個普普通通 (oshea) 最多可能有個 giggs 有表現
所以導致中場又吾夠人搶, 又做吾到好既組織
尋晚果場, saha, rooney 入三球就吾駛講
giggs, scholes 有技術得嚟又有經驗, 最重要係佢兩個分別都32 31 year old, 體力上都無乜問題, 走嚟走去好似後生時咁
o shea都ok,
c7 真係正, 又傳又助攻又射, 無插花少好多上腳 (我見佢昨晚都好少帶波超過三秒)
仲有踢到70幾分鐘佢俾人產跌左, 仲好輕鬆咁笑住起返身........可以見到佢既體能係好鬼勁
如果佢可以保持咁既表現, 我驚我會愛上佢 :good: :good: :good: (講笑啫 of course)
一個rooney 又係踢到完場前俾人踢跌, 仲可以媽住人咁起身, 真係好氣
有表現咁好既中場線, 同時有老大級既scholes, giggs控制球賽節奏.......就令mu 打得咁好
嘩, 有埋carrick 替oshea, 同henize, vidic 出埋就發逹囉........
不過車仔都有ballack, joe cole 未出
真係有排鬥

問題係carrick同scholes可可以共存
work既話真係釋放scholes,打番佢後上殺手既角色,勁到hihi
但唔work既話又好似雙特咁,加上carrick既掃蕩能力好值得相確.....
