Mind your disturbance to people in public

When I travel Japan (same for France), ' V" c) g9 D9 r$ ?* h5 q: S3 W8 D2 J
I found that in the train, people avoid to LOOK others with curiorsity.
  A* _, h; Z1 cBecause their vision can DISTURB other people and it is very IMPOLITE to LOOK at other unknown passengers.

Howeverm I catch MTR/train in HongKong, people dont have this concept at all,
- z! v3 {4 G. @" X  q/ v) B8 {and I found it very annoying, people just looking around on others.
