Mind your disturbance to people in public

When I travel Japan (same for France),
1 b6 O8 }) Z& \% o: ^: Q3 }I found that in the train, people avoid to LOOK others with curiorsity.
  ]8 c* g) j1 h# OBecause their vision can DISTURB other people and it is very IMPOLITE to LOOK at other unknown passengers.

8 t$ I: t& A# M, k$ _Howeverm I catch MTR/train in HongKong, people dont have this concept at all,
7 Y2 u( d9 R: g$ I/ A" eand I found it very annoying, people just looking around on others.
