Mind your disturbance to people in public

When I travel Japan (same for France), 0 J  h) k# a! W( I
I found that in the train, people avoid to LOOK others with curiorsity.; v! U+ v" I& o$ W8 k
Because their vision can DISTURB other people and it is very IMPOLITE to LOOK at other unknown passengers.. ~) W) k- P, ?7 y2 y' q
7 b5 J3 h1 Q( b0 N! [% `3 s0 V+ _
Howeverm I catch MTR/train in HongKong, people dont have this concept at all,
! e; I5 v9 ]- L0 }& u, r0 @0 n1 Sand I found it very annoying, people just looking around on others.
