Mind your disturbance to people in public

When I travel Japan (same for France), % d! {1 j/ r4 u! P# D
I found that in the train, people avoid to LOOK others with curiorsity.$ s+ o) n, o' _" F* {' H* v
Because their vision can DISTURB other people and it is very IMPOLITE to LOOK at other unknown passengers.* b+ T7 v3 X6 u; n4 ^% H5 l3 k8 j
3 V3 U* y9 N+ ]7 `# F
Howeverm I catch MTR/train in HongKong, people dont have this concept at all,5 b' \/ r7 p, c9 i+ }
and I found it very annoying, people just looking around on others.
