for the preliminary interview:

there will be 3 ppl sitting in front of you, (just like a board interview) asking u question relating to current affairs, the government, the immigration department and the reasons why u want to join, and how capable you r to take up that position etc......2 X+ `9 j0 u9 \( }2 H

it's divided into 2 sections,
( S) ^; \9 B( a B) }- O+ g, T4 h1 is impromptu talk
3 a4 C8 w/ L$ y/ yanother is group discusion
1 A4 e/ K0 d5 S+ W; m
- l4 i0 z9 g# I5 Hall conducted in english

impromptu talk requires u to talk on a particular "word" or "picture" which is randomly choosed for 3 minutes with only a few seconds to prepare; l3 R, J! w, V6 Z: \
7 S$ X0 @0 |$ ]topic like "environment, biscuit...."

group discusion is just like a normal way of discusion, each candidate has a chance to speak for 1-2 minutes, and after the 1st round, those volunteered candidates can talk for some more times to supplement their points or to refute other ppl's point without coming up with a conclusion0 e, R; N, F# d+ b& T

the format is just like prelim in, but of course, the requirement to pass is much higher and the questions r much trickier!
