Mind your disturbance to people in public

When I travel Japan (same for France),
  x* q/ o" M7 R  `/ W; L; ]I found that in the train, people avoid to LOOK others with curiorsity.
$ ~. W7 [$ u6 _  x/ ^Because their vision can DISTURB other people and it is very IMPOLITE to LOOK at other unknown passengers.
& B/ [7 f( ?9 t% ~) {$ C0 s& U) R4 l# W* T1 M9 P  m
Howeverm I catch MTR/train in HongKong, people dont have this concept at all,
; ^4 M* K  _. @and I found it very annoying, people just looking around on others.

MIND YOUR DISTURBANCE TO OTHER PEOPLE BY YOUR VISION,
