Mind your disturbance to people in public

When I travel Japan (same for France), & b/ J  t& ~  t* d0 ~
I found that in the train, people avoid to LOOK others with curiorsity.
, T$ s6 r3 k" z/ n( d$ T9 J7 EBecause their vision can DISTURB other people and it is very IMPOLITE to LOOK at other unknown passengers.2 d+ U, t! W. E8 t) G4 w2 e

Howeverm I catch MTR/train in HongKong, people dont have this concept at all,
" z' e5 x* `4 ~& I2 \; wand I found it very annoying, people just looking around on others.
