My ISP speed tiers range from 4.0 to 8.0 Mbps download speed (maximum upload speed from 384Kbps to 768Kbps respectively)

I think you can set the maximum bandwidth of how much computer A uses.
However, the fastest your computer B can get to is as same as the time when only 1 computer is using the line.
Even you set the limit, your computer B download speed is still 100 mpbs because your port is not able to handle anything higher than that.(remember that the actual speed depends on your ISP connection line)
From my understanding, the only purpose you set the port limit is to avoid the person who uses computer A to download stuffs.作者: IT14 時間: 2006-4-27 12:14 PM
