start->run->type "cmd"->type "ipconfig"
to check ipaddress

actually you can also change the ip by using ipconfig/renew
but the ip may not change it depends on the server

yes, some of the HK ISP don't allow to change your IP
you may try "anonymous". but it may not 100% work
