I'm sure this is not the answer you wanted to hear, but I think it's when the markets have steadied (which means you need to give it time for the US financial institutions to work out their problems as this will affect stock markets worldwide).  There may be odd days when the HSI bounces back a few hundred points, but as the medium term (3-6 months) doesn't look good at all I would personally "save the bullets" until the economic climate improves.

Personally I don't think it's the right time to buy a flat either.  If world stock markets and economies are doing badly, how can the HK housing market be doing the opposite?  Remember 1997-98 when the housing mkt started falling 6-9 months after the peak of the stock mkt and the historical peak of the HSI was reached in Oct '07.  6-9 mths after that would be 2Q 2008.

Also ask yourself why property developers are so keen to ensure all their new flats are sold at one go?  (They are not doing anything bad.  Just trying to make the best business decision for them).
