HK government is not trying to make up a rule to put the students in jail.: N6 C5 J8 F/ F# E
This rule is to scare the students and prevent students from taking drugs.2 q+ w; r; T' z( Z2 O( ?
( Y& o7 a3 k/ X5 F. tI agree with you that the students who take drugs can find out a lot of methods to get around the rule. (ex. skipping the class)

Remember, no one in the world is trying to proof the students that they take drugs.+ h0 d2 l, k. m4 B/ U
People are trying to prevent them from taking drugs.

The only issue that I see here is that, instead of randomly picking up students to do the test.% m5 G6 {' B2 K7 l/ B% G+ K
The government should force every student to take the test (it should be a standard for all schools and all students so that it is fair for everyone).! \- e7 J) V0 F, F9 t

However, I understand the government will not have enough money or resources to do take action on it. |
