Never, ever answer a call on your cell phone while

A few days ago, a person was recharging his cell3 f8 N) x6 h) H7 I6 M
phone at home. Just at that time a call came and he& P- {# q; j9 M* J
answered it, with the instrument still connected to. Z2 ^  n* ^( y" ]
the outlet. After a few seconds electricity flowed: @$ P; C/ b% F& Y6 `7 V
into the cell phone unrestrained, and the young man( \$ Z2 J. g5 w3 e
was thrown to the ground with a heavy thud.
$ |; z" E' L/ j# THis parents rushed to the room only to find him unconscious, with a

How about talking while using the charger in the car?  I do it all the time and so far I'm still alive.  Am I just lucky?

This couldn't be true.  You might have a chance of getting yourself burnt if a bad battery so happens to explode.  But there's no way you'd get an electric shock.  This is a just cellphone charger, how many volts do you think it outputs?   Where did you get this information from?
