Mind your disturbance to people in public

When I travel Japan (same for France), 2 v  h1 H% G+ K  ?; v" z+ {
I found that in the train, people avoid to LOOK others with curiorsity.' Q" o/ T, H; k6 I. m
Because their vision can DISTURB other people and it is very IMPOLITE to LOOK at other unknown passengers.

Howeverm I catch MTR/train in HongKong, people dont have this concept at all,  F3 T! \- S, ^9 I$ O  z2 O
and I found it very annoying, people just looking around on others.5 S3 b7 p, j) C0 H, L6 P

MIND YOUR DISTURBANCE TO OTHER PEOPLE BY YOUR VISION,
