it's because you need to walk a step up when you catch a bus

The first photo is Dennis Trident 12M, with Citybus,one of the low platform bus model. T# o' c4 ]4 `0 w( y$ [: e
The second one is Leyland Olympain 12M, with "platform bus"+ b( M; i$ E! Y  P6 H. m
See clearly, that's 2 step if you go inside the bus.
