Mind your disturbance to people in public

When I travel Japan (same for France),
# s" l# j! k$ ZI found that in the train, people avoid to LOOK others with curiorsity.
8 s$ z( u" H! l; o* \Because their vision can DISTURB other people and it is very IMPOLITE to LOOK at other unknown passengers.
- s& a8 @7 ?$ q4 a/ J4 D. M+ J; E& z4 G. N: P( H
Howeverm I catch MTR/train in HongKong, people dont have this concept at all,
& ^$ K4 j! E, e) r: n5 Xand I found it very annoying, people just looking around on others.
