Mind your disturbance to people in public

When I travel Japan (same for France),
  C. M' H' G% k. I. wI found that in the train, people avoid to LOOK others with curiorsity.
) n: J# X9 y9 _- z2 ?0 K: F& wBecause their vision can DISTURB other people and it is very IMPOLITE to LOOK at other unknown passengers.) Q' @  ?8 a/ `- A+ a0 r" V

Howeverm I catch MTR/train in HongKong, people dont have this concept at all,3 @' B  {* ?: _: Z/ m% D
and I found it very annoying, people just looking around on others.
