Well, the way I look at it, the French should just tell the Chinese to make fake ones for themselves. Surely the Chinese won't mind, seeing as they already have so much fake stuff in China. And the Copper Heads aren't even the current PRC's Government anyway. The current PRC Government didn't even exist back then.

Think of it this way. The current PRC Government took over from the Tsing Dynasty just because they wanted the assets of the Imperial Family back then. The statue doesn't even belong to the PRC Government. If it has to be returned to somebody, it would be the descendants of Pui Yee. And, if the PRC Government can just take it back, then the British Museum would have to return all its exhibits to Greece, Italy, Egypt etc and the world would be chaotic.
