I think the situation is different from HK.

HK government is not trying to make up a rule to put the students in jail.
* \; M: ~' h! t. _. FThis rule is to scare the students and prevent students from taking drugs.9 x4 A7 U( j) x$ V$ v# ~3 P
2 m, z6 B6 X/ S' G* k" OI agree with you that the students who take drugs can find out a lot of methods to get around the rule. (ex. skipping the class)

However, if they really do that, at least the teachers, other students and their parents would realize who the ones that are having the drug problem right now.: g: j6 Q8 a2 ?- k

Remember, no one in the world is trying to proof the students that they take drugs.
: [0 H5 x1 W% ~, }2 W. A, B3 _People are trying to prevent them from taking drugs.

The government should force every student to take the test (it should be a standard for all schools and all students so that it is fair for everyone).0 S5 H- W0 }1 T0 D' _& }5 l; [

However, I understand the government will not have enough money or resources to do take action on it. |
