Mind your disturbance to people in public

When I travel Japan (same for France), ) B, g4 V# k4 P5 N4 Z  i; e
I found that in the train, people avoid to LOOK others with curiorsity.
, y1 I$ _! b) f6 y: @2 U  u" BBecause their vision can DISTURB other people and it is very IMPOLITE to LOOK at other unknown passengers.4 [- a* [5 m' s& T! Z9 |; e- j
& ^9 B1 U4 v7 ~7 p
Howeverm I catch MTR/train in HongKong, people dont have this concept at all,8 ^9 E/ R) |8 F% ~$ A+ D
and I found it very annoying, people just looking around on others.
