3) Yes, he should be exceptional case, but there is a boundary/limit to which he should be admitted.
( A% I0 T/ x( uHe don't need to be AAA, but still a pass in language and the minimum requirement to get into F.6 (14 points) seem reasonable to ask.

but now it is a NO-NO.
