A few days ago, a person was recharging his cell4 z; Y3 q7 c; Q( `3 A5 O7 B
phone at home. Just at that time a call came and he! L1 K0 ~$ |0 g
answered it, with the instrument still connected to

This couldn't be true.  You might have a chance of getting yourself burnt if a bad battery so happens to explode.  But there's no way you'd get an electric shock.  This is a just cellphone charger, how many volts do you think it outputs?   Where did you get this information from?
