Interesting post.
Well I just did a project on geography about improving living standard in LEDCs.
The most important factor that influences the living standard is the economy. As long as the economy of Hong Kong is healthy, people will have more money to spend, creating a multiplier effect, and the overall living condition will increase subsequently.

why HK people / HK city living standards are lower level than most European cities such as Sweden, Barcelona and London?
