Not true. All you need to leave Hong Kong is your Hong Kong ID card if you're a permanent resident, which, I'm assuming, is the target audience for the passage, anyway. To enter another country, you just need a passport (and visa), it doesn't matter which one. A lot of Hong Kong citizens hold overseas passports, e.g. Australian, Canadian, British.
