i think rooney won't get ban if the dutch fa dun report it to eng fa, so is up to the dutch fa, but even so he can appeal right?

I wanna raise a few questions:

1) Is a friendly, is it a bit harsh to dish out a straight red for this incident?
2) Is rooneys arm intentional? coz i think the ref thinks it is, thats why red.
3) The players reaction leading to rooneys red?? coz he was clearly acting, look at the replay, right after rooney got a red he got straight back up!
