is it because you are behind a firewall or router!?
If you are behind a router, u need to open/forward the correct port for ICQ

Correct, but opening up ports will also open up the door for hackers and virus from the internet.  The problem is with your software firewall, almost all sercurity related software (virus scanner, gateway, ftp, server based secruty programs and even windows xp itself) come with built in firewall and all you have to do is to turn them off and install a hardware firewall device such as a router.
